Site collection app catalog Feature not enabled

I am building my first SP2019 with App Catalog. It is not as easy as it seems because most SharePoint developers are on SP online now. Microsoft also provide very limited resources for on-premise support. As an on-premise admin we need to find our way to solve the problem.
Today I uploaded by first Spfx app in my App Catalog. Upload is fine but all users cannot deploy the App. In ULS log there is medium level message “Site collection app catalog Feature not enabled”.
End up it is because I forgot to configure App URLs. To do so, goto your CA > Apps > Configure App URLs. Then in the form input whatever value you like. It is not important because it is useless settings. But your App cannot be deployed with the value input.
